The Impact Facility (TIF) is recruiting an experienced individual for a position as Programme Manager East Africa to guide the implementation of the Lake Victoria Gold Programme, our multi-funder programme work- which combines grant and investment finance- to support responsible artisanal and small-scale gold mining operations, currently foccused on Kenya and Tanzania.

An international non-profit, TIF is a global sustainability organisation that seeks to bring economic and environmental empowerment to mining economies across East Africa, with special focus on artisanal and small-scale gold mining communities in Kenya and Tanzania.

The Lake Victoria 2030 programme’s purpose is to provide mining communities with access to technical assistance, formal markets, capital and equipment that enable the building of diverse local economies through viable and thriving small and medium-sized businesses. We pursue business-driven engagement between value chain partners to build viable long-term sourcing relationships.

Our vision is for communities endowed with mineral wealth to have the means to grow asustainable and just economy that is catalysed by– rather than relying on– mining. The Impact Facility has offices in Nairobi and Migori Kenya; Geita, Tanzania; Kolwezi, DRC; and Gloucestershire, UK.

The position of Programme Manager will be based in one of our offices in East Africa– most likely in our Nairobi office. Across Kenya and Tanzania, TIF collaborates with partners to identify, build the capacity, and invest in equipment provision for artisanal and small-scale gold mining operations. TIF leverages both
donor financing as well as investment capital, aiming to build a self-sustaining enterprise to last beyond the lifetime of typical donor funded programmes.

Our team is focused on further developing and scaling equipment leasing and financing services to artisanal miners across the region. Investing into artisanal gold mining operations, we seek to improve the production capacity and profitability, leveraging our investment to catalyse much-needed social and environmental improvements– creating dignified, safer, and well-paying employment opportunities for rural miners.

As Programme Manager you will be responsible for the overall management of various donor programmes as well as overseeing the development of TIF’s leasing/loan operations across the region. TIF is seeking a professional with a private sector development background and experience in programme management, interested to work within an innovative multi year blended finance investment programme to improve the lives of artisanal miners in Kenya and Tanzania. Knowledge or experience in any of the following, or similar areas, would also be considered an advantage: SME investment, small-scale mining, monitoring and evaluation, and community engagement/development.

You will report to the Chief Executive Officer and work with our global team.

Your Main Responsibilities

  • Coordinate, lead and grow the TIF Kenya and Tanzania Team
  • Manage the timely execution of programmatic activities and donor budgets
  • Oversee recruitment and pipeline development activities to onboard client mines
  • Manage the business model development and roll out of leasing and financial services to artisanal and small-scale gold mining operations; ensure these products are regularly reviewed to ensure they meet the changing needs of our clients and their communities, are responsive to the market, and ensure our services remain relevant and innovative.
  • Internal financial and impact reporting
  • Prepare qualitative and quantitative reporting to donors and investors
  • Oversee the development and delivery of programme and project-level monitoring, evaluation and learning activities, working with the Monitoring and Evaluation Lead
  • Lead the development and manage the delivery of annual planning activities for the Gold Programme
  • In collaboration with TIF senior international staff, support the development of a strategic vision, programme priorities and proposals for our work in the region tracking KPIs
  • Collaborate with colleagues across TIF and partners to build a robust fundraising pipeline of both returnable and grant finance to support the programme strategy
  • Develop and cultivate relationships and partnerships across East Africa with key actors, including government agencies, NGOs, commercial partners, service providers and financial institutions
  • Representing TIF locally, regionally, and internationally and supporting communication efforts
  • Manage direct line reports, oversee workload planning and distribution across the team, and review of the team structure and staffing allocations regularly to ensure they meet the needs of the programme

Qualifications and Experience

  • Competence in programme management (and implementation) as well as relevant business experience. Knowledge of, or background in, other relevant areas considered and advantage, such as: SME investment,
    mining, monitoring engagement/development and
  • Corporate engagement experience evaluation, and community
  • Experience in the artisanal and small-scale gold mining sector is a plus
  • English Fluency (both written and spoken)
  • Swahili Fluency (both written and spoken)
  • Strong numeracy skills and ability to undertake robust analysis of the financial performance of client mines, and TIF’s lease and loan programme portfolios
  • Excellent communication and presentation skills
  • Extremely organised and detailed worker with excellent project and time management skills

  • A contract for 40 hours per week;
  • Start date: Between November 2024-January 2025
  • Two-year, fixed-term contract, with expectation of becoming permanent (subject to funding)
  • Salary$40,000-45,000 gross p.a.
